Sorun ve Uluslararası Sistem - The Problem and The International System

Modern Uluslararası Sistem ele alındığında, iki açıdan sorun söz konusu olabilmektedir:
1) Uluslararası sorunlar. Modern Uluslararası Sistemin işleyişi sırasında ortaya çıkan ve sistemin işleyişine uymadığı için adına sorun denen, çözümünün sisteme uygun hâle getirmek olduğu kabul edilen durumlar. Modern Uluslararası Sistemin sorun-çözüm tanımlaması ya da kabulü çerçevesindeki sorunlar.
2) Sistemik sorunlar. Modern Uluslararası Sistemin işleyişinin ürettiği ya da sistemin işleyişinde ortaya çıkan sorunlar.
Biz bir üçüncü durumdan bahsedip bu durumun da incelemesini yapmak gerektiğini düşünmekteyiz. Mevcut literatürde bu üçüncü tür sorun üzerine herhangi bir inceleme olmadığı gibi sorun olarak dahi kabul edilmemektedir.
3) Bir sorun olarak Modern Uluslararası Sistem. Yapısı ve işleyişi itibariyle Modern Uluslararası Sistemin bizatihi kendisinin sorun oluşu.

Considering the Modern International System, there can be two problems:
1) International problems. Situations that arise during the operation of the Modern International System and which are called problems because they do not comply with the operation of the system for which solutions that are suitable for the system are generated. Problems within the framework of the Modern International System's definition or acceptance of problem-solution.
2) Systemic problems. Problems generated by the operation of the Modern International System or arising in the operation of the system.
We think that it is necessary to talk about a third situation and examine it. In the current literature, there is no examination of this third type of problem and it is not even considered as a problem.
3) The Modern International System as a problem. Due to its structure and functioning, the Modern International System itself is a problem.
